Duties of the Advisory Committee

The Advisory Committee is responsible for taking Bank-specific decisions regarding the Interest-Free Banking Principles and Standards and their implementation. Within this scope, the Committee reviews internal regulations within the framework of compliance with Participation Finance Principles and Standards, evaluates and approves standard contracts and their annexes related to the Bank's products and services in terms of compliance with Interest-Free Banking Principles and Standards, provides guidance to ensure that the Bank's activities are carried out in accordance with participation banking principles. Through these activities, the Advisory Committee contributes to ensuring that the Bank's products, services and internal practices are aligned with participation banking principles and relevant regulatory requirements.

Mehmet Odabasi
Chairman of the Advisory Committee

Mehmet Odabasi completed Imam Hatip High School in Sivas in 1993. During his high school years, he received private education in Arabic and Islamic sciences. He graduated from Marmara University, Faculty of Theology in 1998 and completed his master's degree in Islamic Law at the Institute of Social Sciences of Marmara University in 2005. He continues his doctoral studies in Islamic Law at the same university. Throughout his undergraduate and graduate studies, he received advanced training in Arabic and Islamic sciences from distinguished scholars. He took part in the translation team of Imam Serahsi's Al-Mabsut and Ithaf al-Kari bi Ikhtisar Fath al-Bari. He also participated in the project to translate the "Shari"ah Standards' (Al-Ma"ayir al-Shar"iyyah) issued by the Sharia Board of AAOIFI (Accounting and Auditing Organization for Islamic Financial Institutions) into Turkish under the title Interest-Free Finance Standards. The project was supported by the Banking Regulation and Supervision Agency (BRSA), sponsored by the Participation Banks Association of Türkiye (TKBB) and organized by Istanbul Sabahattin Zaim University. He translated approximately half of the standards included in the publication. Odabasi contributed to the establishment of Türkiye's first Islamic finance consultancy company and took part in structuring the establishment processes of Ziraat Katilim, Türkiye's first state-owned participation bank, in line with participation finance principles, continuing to provide consultancy services to date. He also participated in the project implementing Türkiye's first window-model participation insurance application within Ziraat Sigorta, the first sukuk issuance project based on agricultural commodities, and the establishment of the Ziraat Katilim Index. Within the scope of his work at ISFA, he has been involved in numerous projects related to sukuk issuances, real estate investment funds, venture capital investment funds, exchange-traded funds and pension funds.

Prof. Dr.Necmettin Kizilkaya
Vice Chairman of the Advisory Committee

Prof. Dr. Necmettin Kizilkaya graduated from Marmara University, Faculty of Theology in 2001. He completed his master's degree in Islamic Law at the same university and obtained his PhD from Sel'uk University, Institute of Social Sciences in 2011. His academic work mainly focuses on Islamic Law and Islamic Economics. His areas of interest include the history of Islamic law, modernization and fiqh, economic and legal transformations in the 19th century, Islamic legal literature, Islamic economics and contemporary fiqh issues. Prof. Dr. Kizilkaya has numerous publications in various languages in the field of Islamic law and currently serves as a faculty member in the Department of Islamic Law at Istanbul University, Faculty of Theology.

Prof. Dr. Osman G'man
Member of the Advisory Committee

Prof. Dr. Osman G'man graduated from Marmara University, Faculty of Theology in 1998. He completed his master's degree in Islamic Law at Marmara University, Institute of Social Sciences in 2000 and received his PhD in Arabic Language and Rhetoric in 2006.

Between 2003 and 2010, G'man worked as a teacher at various schools affiliated with the Ministry of National Education. In 2010, he joined Sakarya University, Faculty of Theology, Department of Arabic Language and Rhetoric as a lecturer. He became Associate Professor in Islamic Law in 2014 and was promoted to Professor in 2019.

He currently serves as a faculty member in the Department of Islamic Law at Sakarya University and at the Islamic Economics and Finance Application and Research Center (ISEFAM).
